REQUEST FOR EXPRESSION OF INTEREST FOR PROCUREMENT OF CONSULTANCY SERVICE FOR THE DEVELOPMENT OF AN INTEGRATED DSWD HUMAN RESOURCE INFORMATION SYSTEM (HRIS)

1. The Department of Social Welfare and Development (DSWD), through the 2024 CY Funds intends to apply the sum of Twelve Million Pesos (PhP12,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the “Procurement of Consulting Services for the Development of an Integrated DSWD Human Resource Information System” under REI No. GOP/24-DSWD-007. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

2. The DSWD now calls for the submission of eligibility documents for the Development of an Integrated DSWD Human Resource Information System which aims the following:

1. Analyze the operational context and directions of the DSWD HRMIS and its anchoring program framework;
2. Design the UI/UX of the HRMIS based on business requirements;
3. Develop the front-end, back-end and databases of the HRMIS;
4. Conduct the necessary testing activities for the HRMIS;
5. Deploy the HRMIS in the DSWD production environment upon passing the quality assurance testing; and
6. Provide a warranty service upon post-deployment of the HRMIS in the DSWD domain.

More details on the services for the project are provided in Section IV. Terms of Reference (TOR).

Eligibility documents of interested consultants must be duly received by the BAC Secretariat on or before July 29, 2024 11:00 AM at the Bids and Awards Committee (BAC) Secretariat, Second Floor, Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

3. Interested bidders may obtain further information from the DSWD BAC Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday from 8:00 A.M to 5:00 P.M.

4. A complete set of Bidding Documents may be acquired by interested Bidders on 19 July to 29 July 2024.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

With at least ten (10) or more years as an ICT Service Provider duly registered with the Securities and Exchange Commission (SEC) and the Bureau of Internal Revenue (BIR), supported by evidence such as business registration or any proof of registration

a. More than ten (10) years as an ICT Service Provider duly registered with the Securities and Exchange Commission (SEC) and the Bureau of Internal Revenue (BIR), supported by evidence such as business registration or any proof of registration - 30%
b. Ten (10) years as an ICT Service Provider duly registered with the Securities and Exchange Commission (SEC) and the Bureau of Internal Revenue (BIR), supported by evidence such as business registration or any proof of registration - 25%
Can provide a project team knowledgeable in the Civil Service Commission (CSC) rules and regulations, which may compose of Project Lead, Project/ Development Manager, Business Analyst, Software Developer/s, Quality Analyst, etc., with sufficient knowledge in designing, developing, implementing, and managing HRIS and Payroll systems. 35%
a. More than three (3) project team members have technical certifications relevant to their position – 35%
b. At least three (3) project team members have technical certifications relevant to their position – 30%
Having satisfactorily completed and implemented at least five (5) project/ digital solutions for government agencies or private institutions. 35%
a. Has completed and implemented seven (7) digital solutions for government and/or private agencies. – 35%
b. Has completed and implemented six (6) digital solutions for government and/or private agencies. – 30%
c. Has completed and implemented five (5) digital solutions for government and/or private agencies. – 25%

PASSING RATE: 80%
Should only one (1) or less than the required number apply for eligibility and shortlisting, pass the eligibility check, and/or pass the minimum score required in the short listing, the BAC shall consider the same

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

7. The Procuring Entity shall evaluate bids using the Quality Cost Based Selection (QCBS) procedure. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8. The contract shall be completed within One (1) Calendar Year from receipt of the Notice to Proceed (NTP).

9. The DSWD reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
